Founded in 1972, for the potential 1973 US Marshall Plan for Vietnam, EXSERO is thirty five (35) years old. The founder and managing principal of EXSERO today, Jeff Dilley, has focused on Vietnam's economic and industrial development, and facilitated actual bilateral business, since 1968.

In its consulting effort, EXSERO is focused on the emerging and potential industrial source, technological, developmental and consumer future production and sales platform of Vietnam, in general, and the major MEGAPOLITAN cluster of HCMC (Saigon), in particular, and the Central Coast of
Vietnam corridor, which will become the US like Interstate Route 85 of Vietnam, and the emerging five province industrial cluster of Hanoi/Haiphong.

The Southern/HCMC cluster with its surrounding nine provinces compares in investment and development potential to that of Panama City and Macau. And, with the completion of the bridges into the southern delta area of Can Tho, the larger Southern Economic Area, consisting of twenty-three (23) provinces is now a major regional industrial core cluster for global business.

The Northern and Central industrial clusters of Vietnam are seeing similar potential. The Hanoi and Haiphong city clusters in Northern Vietnam are becoming the supporting industrial zone for a booming southern China. While, Danang in the Center of Vietnam is a major tourist and extended future alternative industrial core coupled with major industries and processing areas along the Vietnam central coast line., with a major developing node, similar to Charlotte, NC, along the US Interstate Route 85, in Binh Dinh, Quy Nhon, Vietnam.

The Vietnamese furniture/furnishings industry had a major beginning in the contract furniture that was needed for outfitting the high-rise building construction boom in HCMC and Hanoi in the mid-90's in Vietnam. This cycle has now started again with the double hit of renewed high rise construction started in Vietnam for apartments, offices and hotels calling for furniture construction as well as the export of Vietnam furniture tied to the changed China sourcing situation.

EXSERO is managed by Jeff Dilley. Jeff has been directly involved with U.S. and Vietnam's bilateral trade, investment and business potential for close to forty (40) years. Jeff has actively carried out business in Vietnam for over fifteen (15) years.

Since January 1994, Jeff has made over sixty (60) long term business trips to Vietnam.  Affiliated local Vietnam based firms focused on Vietnam trade solutions and EXSERO support staff are EXSERO in Vietnam.

Based in Washington, DC, Jeff has been in private and international business since 1972. Jeff holds degrees in economics and business from the University of Wisconsin, an MPA from the University of Pittsburgh, Graduate School of Public and International Affairs (GSPIA), and completed the course work for a Ph.D. in international business at New York University.

Recently, Jeff made two investment and globalization strategy presentations in Vietnam in late 2008. Jeff wrote an article for Recycling Today magazine entitled: Vietnam: The Pearl of Asia. Further, Jeff wrote a monograph about the potential of the industrialization of Central Vietnam in 1972, which was featured in the Los Angeles Times. Jeff was Chairman of the International Economic Issues Group in the 1988 Bush Presidential Campaign and was slated to enter Vietnam in 1992, in international affairs, he has been involved in Vietnam business emergence since then.

In the 1970's and 80's, Jeff was involved in diversified domestic and international consulting and real estate actions. Jeff was been involved in consulting, urban, investment and agency management in those twenty years

Jeff has a diversity of experience across management, finance, marketing and sales, operations, business development and strategic planning in both the public and private sectors of the world economy. Jeff has carried out economic development, direct local foreign business, trade promotion, and large, medium and small enterprise development for over thirty five years.

Jeff is a native of the State of Wisconsin and left a technical college instructor position in Milwaukee in 1968 to go to Vietnam. He retired as a reserve U.S. Army officer in 2002.
